Xiaobo was a high-ranking officer of the Metalbending Police Force. Out of belief that Chief Lin Beifong had grown too soft to remain in command, he conspired to have her temporarily suspended. Seizing this opportunity, he was determined to immediately arrest the Badgermoles and other triads to advance his own position,[2] which would also pave the way for his ultimate goal to take control of the police force.

History

With his mastery of a new metal cable and rigid attitude toward crime, Xiaobo arrested more criminals in his first year with the Republic City Police than most officers did in five, earning him rapid promotion. In his early years, Chief Lin Beifong took him under her wing, and Xiaobo looked up to her as his mentor. However, he began to perceive the chief as growing soft on crime. Hurt by his former mentor's drastic change, he concluded she was no longer fit to lead the police force and conspired to seize control of the department.[1]

After the rise of Badgermole Triad underground racing, Xiaobo launched an anti-racing agenda. He accused Chief Beifong of being too lenient to lead the Republic City Police and openly advocated for cracking down on the tunnel races. He even leveraged internal regulations to prove that Chief Beifong had turned a blind eye to a known illegal activity, resulting in her temporary suspension. Meanwhile, Xiaobo exerted disproportionate influence over the interim police leadership to put pressure on the racers, issuing an ultimatum—leave the tunnels, or face forced removal. To maintain an appearance of fairness, he granted the racers a few days to cease operations and evacuate. However, the triads remained defiant, refusing to back down.[2]

Driven by his ambition to take over the Republic City Police, and with Kyoko, the CEO of Harmony Park Corporation,[2] seeking to secure her own political power within the capital, the two naturally joined forces in an attempt to tarnish Chief Beifong's reputation and permanently remove her from the police force. Xiaobo hoped to both prove his own efficacy and cement his alliance with Kyoko, relying on her resources to ensure he would obtain the position once Beifong was completely removed from office—a result he was certain would happen.[3]

When an abandoned Satomobile testing facility was purchased by the Badgermole Triad and prepared for operation, Xiaobo swiftly arrived on-site to shut it down, only to be thwarted at the last moment by Detective Mako, who arrived with a safety inspector and a city government-approved plan backed by his allies.[4] Since Mako repeatedly obstructed his agenda,[5] Xiaobo regarded him as the biggest obstacle to his ascent to power. He seized every opportunity to dispose of Mako (if only temporarily) and undermine his credibility. As such, Xiaobo remained constantly vigilant for any leverage he could use against Detective Mako.[6]

Abilities

Xiaobo was recognized for his expert use of a new, high-strength fabric-like material embedded with metal pins; he could use metalbending to control the pins and wrap the material around his foes quickly and easily, with greater flexibility than strips of pure metal but as much binding strength. He could also carry several spools of this material at the same weight as a single spool of equivalent metal, significantly boosting his operational efficiency in arrests.[1]
