Xi Chin was an Earth Kingdom businesswoman who migrated to the independent Jasmine Island in the 1st century BG in order to grow her wealth. A greedy and ruthless individual, she became a willing ally to Magistrate Emerald as he sought to overthrow the island's existing power structures. With the magistrate's backing, Xi Chin was elected into the Jasmine Island Council, abusing her position to assist Emerald's policies and enrich herself.
History
Xi Chin was born in the Earth Kingdom where she became a merchant. At some point, Magistrate Emerald โ the Earth Kingdom's civilian representative in the small state of Jasmine Island โ began recruiting Earth Kingdom settlers to bolster the island's population, officially to strengthen the local economy. Xi Chin was among those who volunteered to migrate,[1] and quickly became aware of the settlers' true purpose: Strengthening Emerald's position as he attempted to undermine the island's independence and prepare its annexation into the Earth Kingdom.[1][2]
Solely interested in money, Xi Chin allied with the magistrate, offering her services in exchange for chances to enrich herself. An opportunity to do so arose when new elections for Jasmine Island Council were scheduled. Xi Chin became a candidate, being allowed to run as she had lived long enough on the island to become accepted as a member of the community. Though she was not considered a serious contender in the election, she managed to win a seat due to Emerald using his considerable resources and network to bolster her campaign.[1][2] After becoming a councilmember, Xi Chin happily acted as the magistrate's crony, supporting all his dubious actions while receiving his bribes and engaging in corruption to increase her wealth.[1][3][4] As a second councilmember, Fu Hong, was blackmailed by Emerald, this left the council largely under the magistrate's control. Only councilman Tsenten still offered strong resistance to Emerald's network.[4][5]
As Emerald prepared his next moves, he ordered Xi Chin to sign a secret treaty which agreed to the annexation of Jasmine Island into the Earth Kingdom. She readily complied.[4] When two Guiding Wind members, Fengying and Sakuru, were caught breaking into the island's Earth Kingdom base to uncover Emerald's illegal activities in the 50s BG, Xi Chin supported the magistrate's demand to extradite them to the Earth Kingdom.[2] She again voted in favor of this proposal when Guiding Wind leader Khandro personally arrived on the island, pleading his followers' case in front of the council.[4][6] Emerald's conspiracy was ultimately exposed and foiled by the Guiding Wind and the Jasmine Island protectors.[7]
Personality
Xi Chin was greedy, ruthless, and corrupt. Her primary motivation was to grow as rich as possible.[1][3] She disdained the Guiding Wind,[6] a revolutionary movement opposed to nobility and wealth.[8][9]
