Wo was an Earth Kingdom minister during the early 3rd century BG. He was deeply corrupt, using criminals and bribing police officers to do his bidding.
History
Wo served as minister by 295 BG, based in Ba Sing Se's Middle Ring. At the time, he wanted to acquire the building block of Loongkau in Ba Sing Se's Lower Ring, as it stood in a central location that could be very profitable for future construction projects. To his frustration, however, he could not just buy the land and evict the poor residents, as violent gangs controlled Loongkau and prevented any legal interference. Wo consequently hatched the plan to use middlemen to contact Mok, a notorious daofei bandit from the countryside who had fled to Ba Sing Se to escape from Avatar Kyoshi. Without revealing his identity, Wo began supporting Mok and enabled him to organize the Triad of the Golden Wing, which consequently occupied Loongkau and absorbed or destroyed the native gangs.
As soon as the triad had assumed full control of the city block, Wo bribed Captain Li of the peace officers, Ba Sing Se's police, to contact Kyoshi and inform her that Mok had taken residence in Loongkau. Wo hoped that the Avatar would simply crush the Triad of the Golden Wing, allowing the police to evict both the criminals and all other residents from the building block so that the minister could gain the land. Kyoshi revealed Li's corrupt connections, however, and hoped to eventually identify as well as punish Wo.[1]
