By the late stages of the Hundred Year War, it was considered long-established.[1]
History
West Heiatu was established as a Fire Nation colony long before the end of the Hundred Year War. It was considered a relatively functional colony, but there were known instances of oppression and injustice toward its original Earth Kingdom population.
A group working for the Earth Kingdom government passed through West Heiatu on their way to collect General Onomu after she chose to defect from the Fire Nation in fear of her life. While they were present, a group of Fire Nation soldiers were standing outside the Steeping Phoenix teahouse, and were berating the owner after they discovered that they were charging them more than Earth Kingdom citizens.[1]

Trivia
- It is unknown whether West Heiatu later was dismantled in the Harmony Restoration Movement, returned to the Earth Kingdom, or if it later became part of the United Republic of Nations.
