The town authority was the mayor of Fire Fountain City. He was easily cowed, coerced, or bribed and did not think twice about working with Combustion Man.

History

The town authority put out a wanted poster for Toph, on which she was referred to as "The Runaway", with a large reward for her capture. Katara and Toph devised a plan to scam the town authority for the reward money, but their plan backfired when Katara went to collect the reward, as the town authority revealed her to Combustion Man as the girl for whom the firebender had been looking. The town authority subsequently ordered her to be locked in the same wooden cell as Toph.
