Hou Yin was the founder of the Green Meadows Union. He advocated for the factory workers of Republic City's Green Meadows district to join the labor union in order to make collective demands on a large scale.[1]

History

Hou Yin was friends with Tea Brand Tung as a child. He was athletic as a youth and dreamed of becoming a pro-bending star. However, he did not end up being a bender, and his strong back got him a job as a courier carrying goods in the Green Meadows district. His job made him exceedingly well connected and gave him a good sense of the district.

One day, as he was delivering goods from one factory to another, Hou Yin realized that many factories coordinated with one another when workers attempted to form a union and strike. He observed that whenever this happened in one factory, other factories would simply send some of their own workers to cross the picket line. Hou Yin decided to take a page from their own playbook, and had the idea to form a union for all factory workers in the district.

Hou Yin founded the Green Meadows Union with a few coworkers and longtime friends. However, organizing the labor union soon proved to have its issues. Hou Yin saw that workers who were known union members were often punished by their employers, causing others to be afraid to join. The union's founder considered even turning to the triads for help, but had more hope that a legitimate group would come to his aid.[1]

Hou Yin's friend, Tea Brand Tung, spoke to him about his new union and offered him protection. She also insinuated that she could other acts could be done to "encourage" the factories, but Hou Yin rejected her offers. Tea Brand Tung eventually came to Hou Yin and suggested that she break into forepeople's offices to steal documentation proving that the factories cut corners on safety, hoping to help the journalist Sakuru. Hou Yin thought that the plan was too extreme, but Tea Brand Tung planned to go ahead with an attack on the Emerald Stoneworks and several other factories with the help of her group of hired muscle, the Burning Coals. Neither Hou Yin nor Sakuru wanted such an attack to go ahead, and they looked for those who could help them defuse the situation.[2]
