Chao was a corrupt member of Republic City's Utilities Commission.[1]
History
Over the years, Chao had been repeatedly bribed by San Ho, an Earth Kingdom businessman operating in Republic City, though she mostly remained ambivalent about most issues concerning the Utilities Commission, such as the ownership of water treatment plants.[2] After she received the biggest bribe that had ever been offered to her, she strongly supported San Ho's campaign to take over the water treatment centers, and became firmly against Wakkanai keeping the rights to the city's water treatment facilities. She took every opportunity she could to disparage Wakkanai in service of her corrupt benefactor.[3] She was unlikely to ever turn against San Ho, as it would both dry up the well of bribes and also had the potential to implicate and destroy her.[1] Indeed, San Ho kept pictures of Chao accepting his bribes in order to use them as potential blackmail in case he ever needed to pressure Chao.[4]
Personality
Chao was a greedy bureaucrat, though hid her misdeeds behind a veneer of nobility and public service.[1]
