Cai was a candidate to become a Joo Dee. After being rescued by Jin and Xuan, she became a bakery assistant at the Wen Bakery.

History

At some point, Cai signed a contract to work in the Upper Ring of Ba Sing Se. However, she was actually taken to Lake Laogai, as a candidate to be brainwashed and turned into a Cultural Ambassador. During her imprisonment, she witnessed a group of Joo Dees shortly after their brainwashing, who would not respond or even flinch when called out to. She was considered for brainwashing on multiple occasions, placed into a lineup with other girls to be chosen by officials, but she was never picked.

After the Fire Nation took control of Ba Sing Se, Cai remained in her cell, with other Joo Dee candidates. Eventually, Jin, Xuan, Smellerbee, and Longshot snuck into Lake Laogai in search of Susu, and they found the cell with the Joo Dee candidates. While the girls did not trust them, Xuan explained that they were there to rescue them, and Cai told them a bit about her experiences in the prison. She joined the rest of the girls when their rescuers led them out.

Once freed, Cai had nowhere to return to, so she began to live and work at Wen Bakery as a baking assistant along two other would-be-Joo Dees.

A few weeks later, there was a commotion at the bakery, as Fire Nation soldiers complained about how savory the salted duck egg pastries were. Cai watched from the sidelines, and explained the situation to Jin when she asked. The incident inspired Jin and she subsequently came up with spreading word of the Silver Fangs' planned revolution through the pastries. After being informed of the plan, Cai and the other former Joo Dee candidates eagerly participated in the work, wanting to help the fight against the Fire Nation.

Following the successful liberation of Ba Sing Se, Cai and the other Wen Bakery employees celebrated the victorious revolutionaries.
