"Ban Buhai" was the main alias of a spy who served Earth King Jialun. To those who knew the truth of his position, he was simply known as Echo.[1]
History
Ban Buhai was a spy for Earth King Jialun who posed as an unremarkable fishing merchant who often took his stock to sell in Ba Sing Se. He used the fishing business as an excuse to be away for long periods of time, spying on the Northern Water Tribe.
He was tasked with a mission to discover a way to destabilize the alliance between the Northern and Southern Water Tribes. The Earth King believed that if he could get the North to act unilaterally without the agreement with the South, it would drive a wedge between the tribes. To that end, Buhai gathered intel on Chief Skiri of the North to exploit at a later time.[1]

Ban Buhai was an exceedingly successful spy, to the point that almost nobody knew his real identity.[1]
