Peng was the ringmaster and founder of the Flying Koi Carnival.[1]

History

After scraping around in the Lower Ring of Ba Sing Se, Peng decided to create the Flying Koi Carnival to give those who had nothing a chance in life. However, his carnival was merely a front for his band of thieves, who would steal from the rich of the Middle Ring and give to the poor of the Lower Ring.[1] At some point, he adopted Maolo, a young and talented waterbender, who later became his second-in-command.[2]

Sometime later, Rose, a wealthy young woman and daughter of a Fire Nation colonial mother and an Earth Kingdom diplomat father, went missing during one of Peng's carnivals, and so he and the members of the Flying Koi Carnival became prime suspects in the investigation.[1]

Personality

Peng was left bitter by growing up in poverty. He was driven by his principles of equality, which led to him wanting to steal from the rich to give to the poor. While a smiling showman onstage, everything changed about Peng behind closed doors: his posture, his voice, and his facial expressions. While still kind to his performers, Peng was ruthless in protecting the carnival's secret cause.[1]

Abilities

Peng was a nonbender, but could fight others quite well if he ever got into conflict. He could make use of technology such as smoke bombs to cover his escape from combat.[1]
