Historically, the governance of the region has shifted between various nations, including the Earth Kingdom, Fire Nation, and most recently, the United Republic of Nations.

History

Formerly under Earth Kingdom jurisdiction, the Hu Xin Provinces were conquered by Fire Nation troops under the leadership of Azulon during the early stages of the Hundred Year War. Shortly thereafter, the provinces were colonized by the Fire Nation. This process fundamentally changed the Hu Xin Provinces, as Fire Nation colonists and Earth Kingdom natives quickly intermingled and formed unique traditions.

In the late Hundred Year War, the Wuyi Tea Cartel (based in the provinces) became increasingly powerful and started to exert influence on the international tea trade. After the Hundred Year War's end, the cartel's leader Keung eventually ordered famous bounty hunter June to kidnap Iroh and bring him to Daxia Harbor to enact his long-held revenge plan. However, the plan derailed when June sided with Iroh, and toppled Keung with the aid of a group of ex-bounty hunters led by Fan.

Years later, the Hu Xin Provinces were annexed into the United Republic of Nations, along with many other colonies.

• Daxia Harbor - Fire Nation colony during the Hundred Year War, also known as a haven for criminals. Located in a bay among large cliffs and protected by walls, the city became the center of the Wuyi Tea Cartel after the Hundred Year War. Daxia Harbor also hosted many smaller traders of tea, llamapaca wool, and various fruits as well as vegetables. Many farms -including Fan's- were located in front of the city.
