The passport attendant was an elderly and irritable woman responsible for validating passports for refugees in Full Moon Bay and issuing tickets to people who needed to travel to Ba Sing Se safely. She was rather short, requiring a tall platform on which to stand in order to be able to see over her podium. She was also quite strict and almost never took exceptions or bribes.

History

The passport attendant had refused passage to a cabbage merchant on the grounds that his crop could contain cabbage slugs, even one of which could destroy Ba Sing Se's entire ecosystem, and ordered his produce destroyed by a platypus bear security animal, then had guards carry the merchant away so the line could move on. Aang, Katara, Sokka, and Toph wanted to take the ferry to Ba Sing Se, but discovered that passports were required to board it. Aang began to tell the woman that he was the Avatar, but she still would not let him pass because she assumed he was a fake, even pointing to a group of people who had likewise attempted the same, asking if security was needed. Toph took over the situation and presented her passport with the Beifong seal, prompting the woman to be more lenient. She asked about Momo due to the no pets policy, but Toph stated that Momo was her seeing lemur, and the attendant gave her an exception, stamping four tickets for them.[1]

The group later came across a pregnant woman with her family whose belongings had been stolen, including their passports. Aang pleaded with the woman for them to give the family their own tickets, but she refused. His only choice at this point was to guide the family through the Serpent's Pass.[1]
