Shing was the governor of Gintong Province during the early life of Avatar Kyoshi.[1]

History

As governor of Gintong, the land Shing ruled was relatively unproductive and difficult to grow crops on. Due to poverty from daofei raids, he bought land from peasants at distressed prices, forcing them to work as indentured laborers on farms that used to be theirs. After Avatar Kyoshi defeated a band of daofei known as the Emerald Claws, she let the people know that the land ownership returned to the state it had been in before the daofei attacks, greatly upsetting Governor Shing.

Shing made up a part of the delegation of Earth Sages to the Fire Nation during the Festival of Szeto, and directly addressed Kyoshi during Fire Lord Zoryu's garden party. He raised that Kyoshi's supposed misinformation had damaged the workings of law and order, leading Kyoshi to curtly explain Shing's exploitation of his people, which Lu Beifong disapproved of. He raised to her that he had legally binding documents of the land purchases, and Kyoshi responded that if he valued business so highly, she would send him a bill for pacifying his province. An angered Shing began to call Kyoshi a criminal, but Lu advised him to watch his tongue, as they were not in their homeland. Lu chose to retire early for the night, and dragged an embarrassed Shing behind him.[1]
