Ke Xin was a member of Republic City's Utilities Commission.[1]

History

Ke Xin was aware of the city's need for fresh water to survive, and knew that the water treatment facility was a vital part of the city's lifeblood, so he wanted to make sure that it was in good hands.[1]

San Ho wondered about the possibility of bribing Ke Xin in order to get him to remove Wakkanai's rights to Republic City's water treatment facilities. However, he learned that Ke Xin never accepted yuan for political purposes after researching the man.

Although Ke Xin could not be persuaded with bribes on the issue of Wakkanai's water treatment facilities, he was very concerned about safety incidents at the sites, unaware that they were the result of the Terra Triad's sabotage due to San Ho's interference. He believed Wakkanai's lawyers to a certain extent when they promised that the sites were safe, but another incident was likely to push him toward awarding the rights to a new manager.[2] He was open to discussing the issues at hand to members of the public at his offices in City Hall. In his office, Ke Xin kept notes on dangerous conduct and explosions at the facility in the past, with references to Yinuo.[3]

Personality

Ke Xin was a trustworthy and upstanding member of the Utilities Commission. He never took bribes, and he actually cared about the work that he did. He was guided by a principle of wanting to serve his community.[1]
