Doji was a commander of the United Forces, being the overall commanding officer of Yue Bay.[1]

History

Doji was always suspicious of the other nations, viewing them as lesser than Republic City and the United Republic. After it was revealed that Amon was actually born as Noatak and raised in the Northern Water Tribe, Doji came to primarily view the Anti-bending Revolution as proof that the other nations posed a threat to Republic City. The Unalaq Crisis once again proved to him that the Northern Water Tribe was a risk, and then only a few years later, the Earth Empire directly attacked the city. This led him to further develop personal fears and biases.

As an up-and-coming commander within the United Forces, he directed authority over Yue Bay. Prioritizing security at the cost of freedom and openness, Doji started constantly blockading, interdicting, and searching incoming vessels at the port, holding "suspicious" persons for questioning, and generally slowing down legitimate immigration procedures. While Doji remained at a lower rank than General Iroh, the remit of his authority in the area meant that he did not have to run his decisions past his commanding officer in advance. This meant that Iroh could walk back Doji's decisions, but it was not always easy or immediate. His beliefs and policies thus threatened to define the United Forces' presence in the area in accordance with his prejudices.[1] While the whole of the United Forces did not represent or line up with his views, the increasing harassment at the docks caused considerable tension, and the citizenry of Yue Bay came to regard his actions with unease.[2]

When a massive Northern Water Tribe passenger vessel named the Spirit Skies arrived at Yue Bay, Doji ordered his ships to intercept it. The ship was carrying an influx of immigrants to Republic City from not just the Northern Water Tribe, but also the Earth Kingdom, the Southern Water Tribe, and even some from the Fire Nation. With the Spirit Skies being one of the biggest passenger vessels to ever arrive at the bay, Doji viewed it as a threat, believing it was a chance for countless infiltrators to pass into the city all at once. He was determined to hold the ship until each and every passenger could be interrogated individually, their belongings searched, and their identities verified. General Iroh wanted to countermand Doji's orders, but the commander provided "evidence" of the nefarious purposes of the passengers, although Iroh suspected that this had been fabricated. Nevertheless, this evidence meant that Iroh could not countermand Doji's orders without appearing to be "aiding and abetting dangerous threats." Iroh looked for aid of people who could prove Doji was manufacturing evidence, and needed this done quickly, as some of the immigrants had health conditions, and were in need of treatment as soon as possible.[3]

Personality

Doji was a considerably xenophobic person, and had a desire to cling to a past that never was.[4][2] He valued security over anything else, and his own biases and fears shaped his actions and policies as a military officer.[1]
